Like the University of Victoria, we do not use latest
title cataloging for any current title changes, but try
to follow the LCRule Interpretations and use "title varies
slightly" notes for the minor change.  We include indexing
access to the variations through 246 00 fields.  Our
retrospective records do include many "Latest title" entries
which we convert to successive entries when practical.  Our
journals are unclassified, so changing entries causes a
lot of re-marking and reshelving for which we cannot spare
the staff time.
