Why is this not considered a title change, with a new OCLC record created for MIT technology review? Does some rule apply to keep this all under one title?

The issue Vol. 115, no. 6 has this in the From the Editor: We look different. What's changed? ... We added "MIT" to "Technology review." Their website, technologyreview.com, shows MIT technology review.
