Hi Barbara, (and others who've asked me to summarize the responses I got
from my query about OCLC's Knowledge Base). :)

My understanding is that it's intended to be a tool you can use to keep your
electronic journal holdings current in OCLC - mainly in regards to journals
that are added/removed from databases. But I think you can also add
individual online subscription information to it, as well as Open Access
journals.

There seem to be a few different ways that you can set and maintain the
holdings in the Knowledge Base. I had heard that the easiest one to use is
PubGet... Although a response I got from one person indicates that PubGet
doesn't always get the holdings set correctly, and that for some databases,
they were never able to get the holdings set at all.

Re ILL: I've heard that using this product would be probably improve our
lending abilities, but not really affect our borrowing capabilities.
