Andree -- My first inclination was to say that a new record should not be made as the original title proper (Main economic indicators) still appears on the chief source (t.p.). However, a close reading of '21.2C2.b) Minor changes' did make me pause:
In general, consider the following to be a minor change in a title proper of a serial: ....
v) a different order of titles when the title is given in more than one language in the chief source of information, provided that the title chosen as title proper still appears as a parallel title
In this case, you don't have a different order of titles, but the dropping of the parallel title from the chief source.
However....
12.1D3. Change in parallel title
a) Serials. If a parallel title is added, deleted, or changed on a subsequent issue or part, make a note if the change is considered to be important (see 12.7B5.2).
So the instruction at 12.1D3 is not to create a new entry when the parallel title is dropped on subsequent issues, but only make a note (and corresponding title added entry).
So, don't create a new record. I will edit OCLC #958143 to indicate the parallel title has dropped.
As for the new ISSN, I checked the ISSN Portal and the key title associated with ISSN 0474-5523 is 'Main economic indicators (Print)' so I'm at a loss to explain why the ISSN International Center would have assigned a new ISSN. I will contact the IC to report the fact that the key title has not changed and we'll see what happens.
