For what it's worth, I've occasionally struggled over this decision and they way in which I've approached the matter is just as Steve suggested, by associating the content as a reprint (right or wrong as that may be).

The CONSER Cataloging Manual by this comparison supports Steve's recommendation, and for multiple unrelated serial titles, a different cataloging treatment.

from the CONSER Cataloging Manual 17.7.1. Types of reprints, 17.7.3. Options for cataloging: ...

b. Reprint of a single serial by a different publisher
Catalog separately as a serial a reprint of a single serial.  If the serial title has changed, create separate records for each title, even if the reprint consists of only one volume.

Catalog the reprint as a monograph, however, if it contains only a single issue or limited number of issues (LCRI 1.0).

c. Reprint of several bibliographically unrelated serials
Catalog as a monograph (LCRI 1.0).

Agreed.  Even though the DVD-ROM was retrospectively a one-time publication, because the content was serially issued, it should be cataloged as a serial (just as we would for a reprint or retrospective reproduction).  I would suggest you ask OCLC to flip some fields to make it a serial record.
