serial title changes but numbering is consecutive? Pat Fowler 23 Jun 2010 18:28 UTC

Sorry for the cross-posting.
I have in front of me the Spring 2008 (No. 484) issue of what is now
titled PETEX Voice of training. Here's a history of this publication
taken from their website:
http://www.utexas.edu/ce/petex/courses/newsletters/

No. 484 SPR 2008- PETEX Voice of Training
No. 480 SPR 2005 - No. 483 SPR 2006	PETEX training newsletter
No. 477 FALL 2003 - No. 479 SPR 2004 Petroleum Extension Service
energy industry training newsletter
No 439	Jan-Feb 1992 -	No. 476 ? PETEX Training quarterly
No. 364 Aug 1981 - No. 438 ? PETEX training
newsletter
No. 1 - No. 363 ????

Am I correct that each one of these title changes would constitute a
major change and therefore require a new record, even though the
numbering remains consecutive and the publisher remains the Petroleum
Extension Service, University of Texas at Austin. There appears to be
nothing different except the titles.

Thanks for your input.
