POSITION DESCRIPTION

Title: Head, Electronic & Collection Services
Faculty Rank: Assistant/Associate Professor (nontenure track)

General Purpose: The Electronic & Collection Services unit is
responsible for managing the library's information technology systems
and services; collection resources including print and electronic books,
journals, and databases; design, development, and evaluation of the
library's website; and Media Lab. The head of the unit plans, manages,
and supports these efforts and acts as a liaison with vendors, the
campus information technology services department, and library staff.
The head of the unit supervises the work of three librarians/faculty
members (serials, cataloging, e-services), as well as staff positions.
Academic expression for this position is achieved through contributions
to teaching, publication, research, and service to the profession of
health sciences librarianship and information science.

This is a 12-month, full-time, faculty appointment. Faculty rank at the
level of Assistant or Associate Professor depends on previous experience
and achievement. This position reports to the library director.

Duties and Responsibilities
Primary

1.     Ensures reliable performance and data integrity of library
information technology systems and services. Manages library information
technology hardware and software.
2.     Provides direction and management for librarians who handle
library serials and e-resource contracts. Oversees the negotiation and
acquisition of license agreements and other documentation relating to
library electronic resources.
3.     Supervises the maintenance and development of web pages for the
library's main web site, intranet, and web OPAC (ILS).
4.     Supervises the maintenance of the library's integrated library
system, Innovative Millennium.
5.     Supervises the library Media Lab, and access to the library
audiovisual collection (e.g., videos, online resources, anatomical
models) and efforts to digitize and produce video and graphic materials.
6.     Keeps abreast of trends and developments in information
technology, library systems, digital media, web development, cataloging,
acquisitions, serials, collection development, and electronic resources
and informs appropriate library personnel.
7.     Identifies and evaluates appropriate resources to meet the goals
and objectives of the library and recommends their purchase. Prepares
specifications for new systems and coordinates their implementation.
8.     Works closely with faculty in Access Services, Instructional
Services, and Reference and Outreach Services to implement new or
enhance existing systems and resources.
9.     Serves as a resource person to the library for information about
automated library systems, web development, cataloging, acquisitions,
serials, collection development, computer hardware, software, digital
media, and electronic resources. Coordinates and provides training for
library staff on the use of relevant resources.
10.  Serves as the library's technical representative to internal and
external committees and groups.
11.  Participates in the library's instructional services program.

12.  Coordinates the collection and dissemination of statistics on all
aspects of library resources and services (e.g., annual AAHSL
statistics).
13.  Supervises team of three faculty and four staff and ensures that
goals and objectives of unit are met. Ensures that appropriate training
and evaluations are provided to all faculty and staff in unit.
Secondary
1.     Ensures that the work of the department can continue during staff
absences.
2.     Participates on library project teams and committees as assigned.
3.     May serve a few hours each week at the Reference Desk.
4.     Serves as faculty liaison to selected campus departments.
5.     Contributes to the profession of health sciences librarianship
and information science in a manner consistent with primary service
responsibilities.
6.     Performs other duties as assigned by the Library Director.

Qualifications
1.     Master's degree in library or information science from an
ALA-accredited library school.
2.     At least two years of experience in supervising the work of other
library technical services workers. Experience in providing electronic
library services.
3.     Experience in an academic health sciences center or similar
setting preferred.
4.     Experience in at least one of the following library functions:
circulation, cataloging, serials, acquisitions, interlibrary loan,
reference, or bibliographic instruction.
5.     Experience in implementing and/or managing an integrated library
system (ILS) used for circulation, cataloging, serials control,
acquisitions, interlibrary loan, and online public access catalog
(OPAC); experience with the Innovative Interfaces Millennium system
preferred.
6.     Experience managing Windows and Mac workstations, with the
ability to install and troubleshoot software applications (e.g.,
Windows, Mac OS X, Deep Freeze, Microsoft Office, and desktop/server
database software).
7.     Experience managing Windows, Mac, and Linux servers.
8.     Experience in developing and managing web sites and associated
tools/software.
9.     Experience in setting up and providing access to electronic
resources through database and web page maintenance, cataloging (OCLC),
proxy server, and OpenURL linking (such as Innovative WebBridge, PubMed
LinkOut, and Links@Ovid).
10.  Effective oral (presentations, training workshops) and written
(articles, training materials, documentation) technical communication
skills.
11.  Ability to manage multiple, concurrent projects and a heavy
workload, administer systems, troubleshoot problems, plan, and manage
change in a fast-paced environment.
12.  Knowledge of trends and developments in academic libraries.
Self-motivated, with a desire to learn new library and computer
technologies and stay current with technical developments. Ability to
apply appropriate new technologies to further the mission of the library
and promote such technologies to colleagues and patrons.
13.  Knowledge of library trends in electronic resources and issues
involved with providing bibliographic access to print and electronic
resources (e.g., MARC record and the AACR2R cataloging standard).
14.  Ability to work with internal and external experts to resolve
hardware and software problems.
15.  Maintain effective working relationships with library faculty and
staff.
16.  Skill in managing the work of others and with complex technical
projects.
17.  Strong commitment to innovative, user-centered services and
flexibility to adapt to change.
Additional skills desired:
1.     Experience managing Innovative Interfaces Millennium ILS with the
following implemented functions: circulation, course reserves,
interlibrary loan, cataloging, serials control, acquisitions, WebPAC,
web access management (proxy server), and WebBridge.
2.     Experience in implementing and using document delivery systems
(e.g., Ariel and QuickDoc).
3.     Experience in searching medical databases (e.g., MEDLINE,
CINAHL).
4.     Experience with a pay-for-print chargeback system.
5.     Knowledge of information technology standards as they relate to
libraries (e.g. MARC 21, Z39.50, ISO ILL Protocol).
6.     Experience with established and emerging metadata standards and
markup languages (e.g. Dublin Core, XML, XHTML).
7.     Skill in using web development tools (e.g., Python, PHP, MySQL,
Javascript, Flash).
8.     Experience with content management software (Wordpress, Drupal,
etc.).
Supervision: This position reports to the library director.

Environment: The UT Health Science Center includes the colleges of
Allied Health Sciences, Dentistry, Graduate Health Sciences, Medicine,
Nursing, and Pharmacy; graduate medical education programs in Knoxville,
Chattanooga, and Nashville; a community pharmacy residency program in
locations across the state; family medicine centers in Knoxville,
Jackson, and Memphis; and public and continuing education programs
across the state.

The Health Sciences Library and Biocommunications Center is an academic,
service-oriented center that supports the teaching, research, service,
and clinical care efforts of the university. The library uses the
Millennium system from Innovative Interfaces, Inc. The library is
located in a modern building with both wired and wireless internet
access, and includes, in addition to traditional library functions,
scientific editing, test scoring, an electronic classroom, and a
multimedia lab. The library is open to the public and serves the health
information needs of Memphis and the Mid-South region. As a Resource
Library and member of the National Network of Libraries of Medicine, the
library participates in outreach activities and provides leadership to
the area's biomedical library community. The Director of the Health
Sciences Library and Biocommunications Center reports to the Vice
Chancellor for Academic, Faculty, and Student Affairs.

University Faculty Appointment: This is a 12-month, full-time, faculty
appointment (non-tenure track). Faculty rank at the level of Assistant
or Associate Professor depends on previous experience and achievement.

Salary: $70,000 annually, commensurate with experience and
qualifications. Full benefits package including 24 vacation days;
comprehensive health care; retirement plans, including TIAA-CREF; and
