Hi, Rebecca--
It looks like you've uncovered a classic serials can of worms! According
to the ISSN Portal, ISSN 1759-2151 has been assigned to BMJ (Overseas and
retired doctors ed.) which is the current title that was formed by a
merger of BMJ. British medical journal, ISSN 0959-535X and
BMJ. British medical journal (International ed), ISSN 0959-8146.
This title seems to have a long and complex history, with many editions.
If the ISSN and titles above do not seem to align with the records and
history that you found on OCLC or the title(s) you have in your
collection, I can contact the UK ISSN Centre for clarification.

I didn't see the text "International edition" on the publication itself, but I could have just missed it, and we are being invoiced for the International edition. Does anyone know what's going on with this title? I feel like I must be missing something obvious!
