We cancelled some (but not all) Elsevier titles and started to offer pay
per view for faculty. The library pays via a deposit account. This has
run quite well with few glitches.

offer access to articles in ScienceDirect via pay-per-view. The library
subsidizes the costs. I'll be talking about this in a panel
presentation at NASIG in Asheville.
But I'm not sure what you mean by a "token system". Will you please
define?
