A few years ago, we cancelled all of our Elsevier subscriptions and now offer access to articles in ScienceDirect via pay-per-view. The library subsidizes the costs. I'll be talking about this in a panel presentation at NASIG in Asheville.
But I'm not sure what you mean by a "token system". Will you please define?
