Free flow of information?

We have created a lot of obstacles and not much for making it easy to
import/export free e-resources.
Why is open access so unimportant?
From a letter showing the reality today:
"There is no such collection in the database"
"nor does it (today) exists any good way to delimit a search
to freely accessible ebooks"
I suspect that even if it was possible, the marc-record from one
country are hard to use when they arrive to another country,
Open access has been around now for how many years?
