This question came up in the webinar today. One of the things that you cannot do is change the format. You would need to create a new record as a continuing resource.

I agree with your cataloger -- this handbook is a finite integrating resource (per publisher description: "the content will grow over the next few months"). Since it's meant to be finite, I don't think it'd be the end of the world to just use the existing record; but for the sake of accuracy, yes, the handbook should be cataloged as an Integrating Resource.
Instead of adding a whole new record, might your cataloger be able to just edit the existing one and make it an Integrating Resources record? OCLC has just started the "Expert Community Experiment", which opens up a wider range of records for editing by anyone with Full authorization (not just Enhance).
It might be worth a try.
