We also Use Ebsco and along with others we use Basch Subscriptions Inc. Our subscriptions are STM as opposed to your more general titles for a public library. However I can say that Basch, although somewhat small is very good in resolving our problems with publications and publishers. We have been using them since 2004 and will continue.
They are very eager and willing in order to get and maintain your account. I keep wanting to transfer some of our subscriptions from some of the other vendors to them, however our almost yearly cancellations keeps postponing this, although I have been able to move some to them.
We do not use the online systems of Ebsco, Swets, Basch and others. We send each of our journal vendors claims directly from our system into theirs. A great way of not having to rekey.
My own personal opinion is that they would be a very good fit for you and in the neighborhood.

I use Prenax, they are not on your list. They are very responsive, issues resolved quickly, customer service is exemplary, claims are easy to do, and they resolve them if necessary. Check them out.
