I was just looking at this a day or two ago.  Page 4 of the 2008:Spring/Summer issue includes the statement, "We will be returning to bi-monthly publication (6 issues per year) as soon as possible; for this year we will be producing two more quarterly issues."

As far as this being a quarterly, although v.58 has (so far) 6 issues, only 4 of them are dated 2008.  Not sure whether 2009 will also have 4 issues or if that's when they'll switch back to bimonthly...
