Oh what a great question (and one I wish more publishers would ask, not only about frequency changes, but about title changes also)!
My attention is most easily caught by a short, prominent header - in this case "NEW FREQUENCY", "CHANGING TO WEEKLY", etc. That could be either in a letter, an email, or a sticky-note type thing on the cover of the issue. I would also expect my vendor to be notified; they send me such notices regularly.
