Yes, I've had this problem off and on for years.  We also have a
consortial package and subscribed titles.  It was worse the first year
of our consortial purchase when it seemed like we had them blinking off
for now reason every few months.     Now, it happens sometimes when we
add a new package or new titles.  There could be many reasons, but what
usually happens with us is that access is turned on temporarily as
"trial" pending payment from the consortia and then when the "trial"
ends before the payment is processed, they are inactivated.  It doesn't
seem as though their system differentiates between a true trial and a
"payment pending temporary access".  This is just my opinion from having
this happen over the last few years.
