We left the decisions up to the department chairs who were supposed to discuss their subscriptions with their department members. We had the most success with the abbey that's connected to our school. They set up a system of hash marks for journals and they got rid of any that didn't have a mark. Of course we have a very small school.

I personally would shy away from "cancel" -- I can imagine profs not wanting
to let go of anything, whether they use it or not. Maybe less threatening
would be to query their usage?
