Joanne, Margaret Walker called me today from England. She also stated pretty much what you listed below. It also seems that some type of refund or credit is in the making. She didn't know why we hadn't been getting any response from Haworth. She said that she would look into it. Maybe our collective voices are being heard, and communication will improve. Here's hoping! The data from the Haworth site is not transferrable to the Taylor and Francis site; whether this is part of the DOI inaccuracy or a separate problem, she and I couldn't be sure. She has heard that the IT dept. at Taylor and Francis in the UK are having to "rebuild" the data to be loaded onto the Taylor and Francis platform (Informa). Until this work is completed, the journals will not be accessible at either site, it seems. I have indicated to my Sales Manager that many librarians feel it would be a good act of faith by Taylor and Francis to refund that portion of their subscriptions (March-present, approx) that were inaccessible due to these technical problems. Or perhaps, as you suggested, some form of rebate -- maybe towards 2009 subs.. Problem is, the real authority to offer any sort of rebates, refunds, etc. rests with the UK office, and I am not certain who that person would be..However, I have contacted UK Journal Sales Director, Ashleigh Bell, copied in the US Journal Sales Director, Margaret Walker, and also my Sales Manager. I outlined the frustration many of us feel and asked if she could perhaps put me in touch with someone at the UK technical services division to find out what progress has or is being made to complete the transition of journal access between the two websites. Ashleigh did email me back just awhile ago; she is out of the office until next week, but she and her colleagues are discussing this situation and will be getting back to me at that time. I received one response which is very similar to what was posted below. I have also emailed three other people, and I have not received a response asking about a refund and stating that the lack of access was becoming a breach of contract. My vendor has contacted T&F with our subscription list. T&F sent it to Haworth to verify that all were activated. Haworth has been completely silent. I just checked again, and I am still not even able to open the website let alone download an article or check a subscription. If I don't receive a response by the end of the week, I will contact our purchasing office and see what options I have. I may also send a registered letter. I am determined to pursue this issue.
