Yes, it does. However, how much does it cost a library each year to 'participate' in Portico?
Also, the only publisher I can recall that 'went out of business' was Harwood Academic some years ago (2001-2002)??? In that disaster, the e content differed, in some cases, significantly from the print issues. There, E content was worthless.
As I recall, many of the titles ended up with other publishers and one Developmental Immunology now clinical & Developmental Immunology was eventually picked up by Hindawi, an Open Access publisher.

If the library and the publisher participate in Portico, a dark archive,
you will continue to access your content. This works with subscriptions
to specific journals, not aggregator databases. As you know, content
does move in and out of aggregator databases.
