Hi Kay -- #44815609 is incorrect tagging in any case as you wouldn't have identical ISSN in 022 $a & $y.  According to the ISSN database the two titles you cite appear to be unrelated as the UK title has two earlier titles, neither of which is the title published in Vienna.  I've provided the ISSN record exerpts for the previous UK titles as well as the Viennese title.  I haven't looked at the OCLC records in question to see what evidence is there.
