Yes, these records are definitely confusing! According to the ISSN Portal
(the authoritative source for ISSN assignments from all over the world),
the correct ISSN for Emerging Europe monitor. South East Europe is ISSN
1469-5286. I do not know why the same ISSN appears in 022 subfield y,
since that is the subfield for misprinted or misattributed ISSN. We can
have the subfield y removed.
The record for the previous title, South East European monitor, should
carry the correct ISSN in 022 subfield a, 1023-2575, and probably should
not have any subfield y.
I can have both records corrected and, since "DLC" is the last library on
two of the records, I'll try to determine if there is an LC source for the
confusion.
