I don't know how many are familiar with this series but there are quite a few titles and every few years, Jane's varies what I view as the subtitle.

These are annual publications.  Each addresses about a different geographic area and they are currently on serial records.

A classic example is the one in front of me right now.   Jane's sentinel, country risk assessment, Western Europe.  Each phrase is on a separate line.

The spine reads simply: Jane's sentinel Western Europe.

We have OCLC record number 49985561 in our catalog.   The OCLC record 245 reads: Jane's sentinel security assessment. ǂp Western Europe.  We have edited this in our catalog to read:
Jane's sentinel : ‡b security assessment. ‡p Western Europe.

Is it disingenuous to make the argument that the portion of the title that changed from "security assessment" to "country risk assessment" is NOT a significant change because it is in what we consider the subtitle?  Since the changing portion is not on the spine (& as one pages through the book it often refers to "Jane's sentinel" without the subtitle), it seems as though this might be a valid reasoning.

I was due to have the CONSER advanced serials training next week but due to low sign-up, the class was cancelled.  This is exactly the sort of question that I was hoping to clarify.

It's also important for me to figure out because we have 18 of these Jane's sentinel titles.  I need to get my mind around what constitutes a title change and how much leeway I have locally to determine this (if I want my OCLC holdings to be accurate).   There are not many libraries that carry this but I note that 8 libraries have their holding on the older record (49985561) on OCLC while 3 libraries have holdings on the record for the newer title (137261562).  The older one has not yet been updated to reflect the title having been superseded (which I realize doesn't necessarily mean anything).

I'd appreciate any help I can get on this question
