Bobby:
As a start, you might want to check out the following website:
http://libstaff.mit.edu/colserv/seracq/claiming/when.html
This is part of Kim Maxwell's (MIT) "Art of Claiming" which she originally gave as a NASIG workshop. The focus is on print subscriptions.
Also, at the NASIG Conference in Phoenix, June 5th - 8th, there will be a Strategic Session on claiming entitled:
To Claim, or Not to Claim: Claiming Questions in the E-world (Friday, June 5th)
http://nasig.org/conference/2008/Conference_Programs.pdf
Please let the listserv know what claiming guidelines you develop.
Good Luck --
