Dear collective wisdom,

I'm working on a title that either has two or one title changes or
possibly none, depending on interpretation of 21.2C2, specifically the
definition of "corporate body".

The starting title is Index for Senate and House journals (OCLC
#6125313) and this is the index for the journals from the Iowa General
Assembly (a.k.a. the legislature).

In 2002, the title was changed slightly to Index for Iowa Senate and
House journals, for which we added a 246 field, counting the addition of
Iowa as an addition of the corporate body.

In 2005, the title was changed slightly again to Index for Iowa Senate
and House of Representatives. Since this is still primarily an addition
of words concerning the corporate body, can I still consider this a
minor change?
