No, they do give separate estimates for U.S. and foreign publishers, and
the foreign rates do include previous trends in currency exchange, but
only trends, nothing like what the dollar is losing now. We will be
billed for the rate Ebsco actually has to pay to our foreign publishers
on the date they actually pay. So, nobody knows until the time comes.
There's an Ebsco report that separates your U.S. from your foreign
subscriptions, so at least you can see how much of your budget will be
impacted.

I could probably look this up, but I'm hoping someone knows offhand...

When Library Journal, EBSCO, etc. make their predictions of serials cost

increases (as well as when they chart percentage annual increases that
have
already happened), is this just a calculation of the average increase of

list prices of journals due to inflation? Or does it also take into
account
the strength of the dollar?

What I'm trying to find out is, when I say that the cost of our journals

will go up 7-8% between 2007 and 2008, does this INCLUDE the
exchange-rate
impact, or should I figure that costs will actually increase MORE than
7-8%
due to the weakness of the dollar?

Anyone who knows and can give me a quick answer, that would be greatly
appreciated...
