exchange rate factored into serials cost increase estimates?

Hello,
I could probably look this up, but I'm hoping someone knows offhand...
When Library Journal, EBSCO, etc. make their predictions of serials cost
increases (as well as when they chart percentage annual increases that have
already happened), is this just a calculation of the average increase of
list prices of journals due to inflation? Or does it also take into account
the strength of the dollar?
What I'm trying to find out is, when I say that the cost of our journals
will go up 7-8% between 2007 and 2008, does this INCLUDE the exchange-rate
impact, or should I figure that costs will actually increase MORE than 7-8%
due to the weakness of the dollar?
Anyone who knows and can give me a quick answer, that would be greatly
appreciated...
