Is there any way that a library with full cataloging privileges (but not
an Enhance or CONSER library) can upgrade a level 8 serial record input
by LC?

I just spent a bit of time enhancing OCLC 85771421.  We just received
the first issue of Strategic Studies Quarterly -- it's published on base
here & having it in front of me, I thought it would be a good idea to
flesh out the record.   I wasn't sure it would work & that was right --
I'm not allowed.  So that information will go into our catalog, but not
into OCLC.

I could send what I have to another library if they wished to upgrade
the general OCLC record.  Or is there another way to upgrade it that I
am missing?
