Correct. Current practice is (if possible) to keep print and e-version records in sync. If the first issue is not digitized, then use 'Print began with..."
In your case, it sound like print version record has no indication of beginning date (perhaps a 19uu in fixed field??). In this case, eSerial record would be the same: 19uu in fixed field and DBO based on earliest digitized issue (unless you really are using the print version record as the basis for description (per CCM 31.18.1) in which case just "500 Description based on print version record."
