There is no direct relationship between ISSN and copyright.  Serials
without copyright statements can be assigned ISSN.  Your approach in
suggesting that the publisher apply to the National Serials Data Program
(the U.S. center of the ISSN Network) for an ISSN is a very good one.

Whether a serial has an ISSN or not has no bearing on the payment of fees
for Copyright.
