Haworth Press, Copyright, & ILL

I was noticing in the recent issue of "College & Undergraduate
Libraries" the detailed information regarding Haworth's policy on
copyright. It is very clear as to their requirements. Document
delivery is listed, but nothing is said about Inter-library Loan. I
understand Fair Use and what they say, but I am a bit uncertain after
reading section 19 on their publisher information page. I quote below:
LIBRARY PHOTOCOPYING: ATTENTION LIBRARIANS: If your library subscribes
to this journal, Haworth waives all photocopying fees or any royalty
payments for multiple internal library use. By "internal library use"
we mean:
(Bolding, capitalization, italicizing, & underlining is by the
publisher.)
(Then follows a listing of five points that are very generous in
what is allowed, but it is all internal.)
My question here is, how does this affect photocopying of articles from
a Haworth journal for sending it "externally" to another library through
inter-library loan?
Any help is much appreciated!
