Local Holdings Record in OCLC

I have a government document that is extremely long. We have the
majority of the volumes, but there are gaps throughout. Must I list the
entire holdings chain which includes all the gaps (i.e. 1-3, 7-20,
22-41, 43-99, etc.); or, may I list the entire run and then just
indicate that we don't have all the volumes (i.e. 1-200 broken run)?
