I am working on cataloging our institutional publications. Sometimes
there is an existing bib record for a title that I would like to
upgrade with title change links, important notes, etc.  We are not a
Conser or an OCLC Enhance library, and the records are level I
(full.) There is nothing "wrong" with them, but I am working through
them with a complete run of a title, and I can see all the title
changes and years and so forth, whereas the library that contributed
the record to OCLC probably didn't have this.

What is the best way for me to approach upgrading these records?
