I just ran across two pre-AACR2 records in OCLC that do not have uniform
titles.  Both records are for journals titled Epoch, however one hails
from Croydon, UK and the other from Ithaca, NY.  They do not seem to be
related to each other, and so I can't figure out why neither of them has
a uniform title.  They are both CONSER verified with assigned ISSNs and
key titles.  They were both updated recently.  Is this just an oversight
or am I missing something about pre-AACR2 records?
