One further point:
If a U.S. publisher is not printing an ISSN and there is none in OCLC,
libraries can suggest that the publisher apply to NSDP for an ISSN. An
application form can be found on the U.S. ISSN center
website: http://www.loc.gov/issn. When the publisher applies for an
ISSN, he will be given information about printing the ISSN and applying
for a new ISSN before a title change. Publishers who apply for the ISSN
(rather than being sent it by NSDP) are much more likely to print the
ISSN. For this reason, we prefer that publishers who do not have ISSN be
encouraged by libraries, subscription agencies, and other ISSN users to
apply to NSDP directly.
