Hi Linda,
Yes, the collections are for smaller institutions, and $50,000 doesn't
go far with Elsevier journals, so it's a very limited market. We were
disappointed when we learned of the limited eligibility, since it's not
obvious on the web site.
I wonder if anyone else out there will sign up for this?

According to the documentation we have, Elsevier's College
Collections have no relation to your print subscriptions,
(except maybe the collections are only available for
smaller institutions); and you can cancel at will. Our
rep said "we were hoping the pricing model would be
attractive enough that folks wouldn't feel the need to
cancel." However, we are cancelling a few titles in order
to purchase one of the collections.
