We checked into this and learned that it is limited to colleges with
<$50,000 in Elsevier subscriptions. It is based on your previous year's
subscriptions, so you can't cancel in order to sign up.

I have a question about Elsevier's ScienceDirect College
Editions. We are seriously considering going this route. Has anyone
subscribed to the College Editions and as a result cancelled the
print subscriptions that are included in the subject area to which
they subscribe? I realize that archival rights are not
included. Has anyone switched from the ScienceDirect Complete to the
College Edition option? Are you (and/or your faculty) pleased with
the content of College Editions? I don't know why this offer seems
too good to be true. I'm just so used to titles from Elsevier being
so expensive that the price seems unbelievably reasonable. Any
thoughts or opinions?
