Under the old system, you had more title changes.  Under the new system of
major and minor changes you have a lot of continuity.  Under both systems,
if you applied AACR2 to the letter you'd have a lot of counterintuitive
stuff. Personallly, I have never liked major and minor changes, and it
seems the distinction between major and minor is a learned one.  I can't
imagine if catalogers are quibbling over this stuff, that the people who
do check-in and want to know what record to use are any more at ease with
it all.

Still it's been around a few years now and, by and large, works.  Maybe it
should be left to cataloger's judgment.  I used to keep a file of all the
things that CONSER libraries did that flouted the rules yet somehow made
more sense.  Anyway, _Manufacturing engineer_ is one example of how
following the letter of the rules can lead to a lot of frustration.
