Art news magazine of India -- title change?

Colleagues,
I've been cataloging serials for many years but every once in a while I
hit a stumbling block because I do not have enough issues in hand to
work with. I have in hand v.10, nos. 1-4 (2005) of this publication for
which the spine and cover clearly indicate Art India: the art news
magazine of India. The running title is The art news magazine of India
(art news magazine is bold). I imported the record with the main entry
Art news magazine of India into our catalog on Apr. 25, 2006 but I've
been hanging on to it because my gut instinct is that this should have
been treated as a title change a number of years ago. I'm hesitant to
add a new record since I don't have earlier issues in hand. There are
only 12 holding libraries associated with OCLC record #36812417. The
record was replaced in early May though I can't determine why it was
replaced (as there's no additional code in the 040). Through further
investigation of some of these libraries' online catalogs I find that
some libraries have based their description on earlier issues (than what
I have in hand) and changed the main entry in their library catalog to
Art India (see example below). The LCCN in the example below matches
Art news magazine of India. Two of the holding libraries actually
created a new record for Art India in their catalog and treated this as
a title change with: Vol. 5, issue 2 ([quarter 2], 2000) and closed the
earlier title with holdings: Vol. 1, issue 1 (Apr.-June, 1996)-v. 5,
issue 1 (quarter 1, 2000).

Based on my findings I could add a new record to OCLC but in the
interest of completeness and accuracy I would greatly appreciate if
someone from another library that has the earlier issues would validate
this. Would someone from one of the libraries who has treated this as a
title change in their catalog be willing to add their record to OCLC
(unless they are unable to do so)? If I add a record for Art India I am
also unable to close the Art news magazine of India record in OCLC or
add the later title to that record.
