I think this is the change referred to in OCLC technical bulletin 252:

Specifically, it states that "ISSN (Continuing Resources 008/20 & 006/03) will be deleted from the Continuing Resources records and displays. Existing data will be converted and display in field 022 subfield ‡2."

Apparently, the one character position for the ISSN Center in the leader is no longer enough, so this data will now be tracked in the 022 subfield 2.

I assume the z, 1, and 2 you are seeing correspond to the same ISSN Center codes as in the 008/20:
1=United States
2=United Kingdom
z=Other
