Yes, I admit it - it hit me right after hitting "send". I was suffering
from "serials on the brain" when I wrote that response.
That said, I do wonder what the distinction is in this case of treating
e-serials and electronic integrating resources differently. The issues
seem the same -- you have one publication (information source) available
through multiple vendors (platforms). If it's an electronic serial, use
of aggregator-neutral records is established. What issues have kept the
adoption of aggregator-neutral records as policy for electronic
integrating resources? I'm certainly open to hearing the
issues/opinions involved, but at this point it seems to me on this front
the issues for each are similar and they should be treated the same.
This of course may stem from "bureaucracy" (sorry, can't think of
another term for it right now - nothing negative intended) where CONSER
decisions apply specifically to serials and since integrating resources
are not technically serials, that caused the cataloging distinction.
Part of my confusion comes from something Chris Blackman noticed: it
seems that some have taking the decision regarding e-serials and applied
it to integrating resources. For example, check out this record for
Medline (#39093945). (I am assuming Medline is an electronic resource
and not a serial...) It is a merged record for two aggregator-specific
records; #39093945 at one time was for Medline (Online : SilverPlatter)
and #41475228 was for Medline (Online : OCLC). The only institutions
listed in the 040 for this merged record are NLM and OCLC. There is
also a record still existing in OCLC for MEDLINE (Online : EBSCO
Publishing (Firm)) [#52753814].

Chris B.) -- Chris Blackman's question was about applying the
aggregator-neutral record approach to an updating *database*. CONSER
practice is specifically limited to serials. CONSER/BIBCO will be
having their Operation Committee meetings at the end of the month and
the application of aggregator-neutral approach to integrating resources
is on the agenda of that meeting.
