What about Absolute Backorder, or even EBSCO's missing copy bank? There
used to be e-mail lists for the exchange of duplicates; maybe someone
has more information.
We have asked our subscription agents to buy single issues when it was
deemed necessary to do so. Maybe there could be a price limit, after
which it would be charged to the department.

However, here's a sticker shock warning for purchasing single issues -
Blackwell and Elsevier can be pricey, as much as $200+ per issue for
certain titles.

We have encountered a situation where a professor is requesting large
quantities of ILL from the same issue of different titles. We want to
look into buying these issues since he is just browsing these articles
rather than conducting serious research.
