Have aggregator [provider] neutral records been approved for updating
databases?

I was just about to create a new record in OCLC for Avery Index via
EBSCO (believe it or not there wasn't already one -- oodles of the RLG
version though), and found that another original record that I had
created for EBSCO's version of ABSEES had been merged into what appears
to be an aggregator neutral record (LCCN  2001562575, OCLC 47990419).
