Lucia,
Under the rules in AACR2002, dropping the word "journal" from the
title is considered a "minor change" and therefore the 246 was added and
a new record was not made.
The ISSN's are assigned by NSDP and may not match what is on the
actual issue you have in your hand. NSDP maintains the 022 field and
other institutions should not make changes to it.

I am a new serials cataloger and I have run into a problem with the
Journal of Cost Management. It seems to have changed its title to
Cost
Management in the July/August 2003 issue and this has been noted in
the
MARC record (OCLC record #25500412). The periodical continued under
the
original ISSN 0899-5141 for the remainder of 2003. However, in 2004
the
ISSN for the new title was changed to 1092-8057. In the MARC record,
the original ISSN is shown as incorrect, even though it is perfectly
correct for the original title, and the new ISSN is in the record. I
do
not know all the rules of proper serials cataloging, but shouldn't the
new title have received a new record and a 780 field of continuing the
Journal of Cost Management?
