I am a new serials cataloger and I have run into a problem with the
Journal of Cost Management.  It seems to have changed its title to Cost
Management in the July/August 2003 issue and this has been noted in the
MARC record (OCLC record #25500412).  The periodical continued under the
original ISSN 0899-5141 for the remainder of 2003.  However, in 2004 the
ISSN for the new title was changed to 1092-8057.  In the MARC record,
the original ISSN is shown as incorrect, even though it is perfectly
correct for the original title, and the new ISSN is in the record.  I do
not know all the rules of proper serials cataloging, but shouldn't the
new title have received a new record and a 780 field of continuing the
Journal of Cost Management?
