There was a long time for us between issues of the Library of Congress
Information Bulletin, when we finally received the Sept. issue without
the earlier issues.  I contacted them, and here is their response.

The September issue, Volume 64, No. 9 was published out of sequence.
Volume 64, No. 3 (March) was just published, and you should receive it
shortly.  Volume 64, No.'s 4, 5, 6, 7, and 8 have not yet been
published, but will eventually be published.  Volume 64, No. 10
(October) will go to press today, November 17th.
