In cases of doubt about whether a title change is major or minor, it is
helpful to follow the precedent set by the ISSN assignment.  Accordingly,
I have asked the head of the UK ISSN centre to look into this situation
and, if possible, make a decision about whether a new ISSN will be
assigned or not.  A preliminary indication is that a new ISSN may not be
assigned but the final outcome will depend on the result of more
investigation by the UK center.  I will post a message when I receive a
decision.
