Since Europa was a word added to the title I didn't consider it to
matter whether or not it was a change in name.  It was a word added to
the first five words of the title so I considered it a major change as
it is defined in AACR2 21.2A1.  As I interpret exception c the name
would already have to be in the title for a change in the name to be
considered minor.  Since the name was not in the title at all but was
added to the title I treated it as a title change.
Also, if you're waiting for the OCLC record of the previous title to be
updated before you consider this a title change my experience has been
that you may have a long wait. We change the old title manually in our
own system when the previous title has not has not been updated in OCLC.
