I'm also no expert on this, but I can't think of any portion of the
copyright laws that specifically prohibits the scanning and distribution
of articles from print resources.  I would think that as long as you
were following the basics (only one article from a specific issue per
request and attaching a notice of copyright in the email) you would be
okay.

I am no copyright expert, but I think it would be.  However, getting
patrons subscribed to Table of Contents or setting up a journal alert in
Ebsco or other service is fine.  I have done that for a number of
patrons and they love it.
