You might try going to the FEDLINK page at the Library of Congress. They
bid out serials for the Federal Libraries.
www.loc.gov/flicc -- but...if you have questions, you can contact: Tony
Lembo 202-707-0461 he is the Serials contracting officer. I bet you could
get a copy of the RFPs.

I have been charged with bidding out our serials services. We have not
done this in several years, and the serials landscape has changed
dramatically since we last did this. I am hoping to avoid re-inventing
the wheel by asking anyone who has prepared an RFP for serials vendors
in the past couple of years to share a copy of their document with me.
I am new to this listserv, so if the question has come up before and
there is an archive of such documents, I would appreciate it if someone
would point me to it.
