At this point, I think more than 30 folks have written to request a copy of
our binding guidelines.  Thus, we have decided to update them and add some
statistics to make them (perhaps) more clear, in terms of what we are doing
and what the results have been.

We will either post the guidelines here or send them out as an email
attachment to each of you who requested them.  We hope to have the revised
guidelines ready to distribute later this week or early next week.
